the senate passed a plan overnight limiting the damage from falling off the fiscal cliff. that vote came just two hours after the new year began. news 4's megan mcgrath is live on capitol hill this morning. good morning, megan. what can you tell us? >> well, good morning. i can tell you that these negotiations went late into the night and right around 2:00 a.m., two hours after the deadline for the fiscal cliff, the senate approved a measure that would block across the board tax increases as well as spending cuts. now, under the senate deal, there would be tax increases for individuals making $400,000 or more and for families making over $450,000. that's a higher fresh hold than the president had wanted. as for the spending cuts to defense and domestic programs, they would not happen automatically. instead, they would be delayed for two months allowing lawmakers to continue negotiating. while there is renewed optimism that the country will avoid the worst case scenario in all of this, it is not by any stretch a done deal. the house has to approve the compromise. they recon

what about the path that ends at the end of the fiscal cliff. senators should be back at it. the house reconvened this morning. such new year's eve appearances are on the hill. senate minority leader mitch mcconnell and joe biden kept in place to avoid $200 billion in tax increases. broad stroke spending cuts and domestic and defense spending. they would take effect gradually over a period beginning at midnight if the white house and congress can't reconcile their differences. it appeared to have been movement on the cost of living increases for social security recipients. opposition to the white house's proposed rate of increase was dropped but the common ground is even shaky. the fierce disagreement over whether the bush era tax cut with the top income earners should be allowed to expire while middle income earners would see tax relief. the sticking point is over where the income line should be separating those who should continue to see the tax cuts from those who would see them go away. it's about slowing spending and deficit reduction. >> make no mistake. there will be r

any hope of going over the fiscal cliff must start in the senate. not one democrat would support the idea that we could protect 99% of americans from a tax increase. boehner's plan b i thought made sense. to my republican colleagues, the ronald reagan model is if you get 80% of what you want, that's a good day. we have the same objective of more taxes. i like simpson-bowles. eliminate deductions, more rates, put money on the debt. tax rate hikes are a partisan solution driven by the president. but he's going to get tax rate hikes. to my republican colleagues, if we can protect 99% of the public from a tax hike, that is not a tax increase in my book. chuck, maybe you and me and some other people in the senate can find a way to find this on the short term but on the long term there's not going to be a deal any time soon. >> you think we're going to go over the cliff? >> i think we're going to fall out of the fiscal tree. there will not be a big deal. the big chance at the big deal is at the debt ceiling. that's when we'll have leverage to turn the cou
